A NEW minister for cities would be created under a Rudd government plan to improve planning in Australia's biggest cities.

Prime Minister Kevin Rudd announced the policy on Friday, which would include an "outer suburban growth taskforce" to develop a 10-year plan for outer suburbs.

The policy aims to help those living in the outlying areas of capital cities manage commuting and cost of living pressures.

It would see the proposed taskforce work with state governments and local councils to improve "liveability" in the major cities.
